Project duration: September 1, 2017 – December 1, 2018

 

Donor: Ministry of Foreign Affairs of the Kingdom of the Netherlands in the framework of Matra programme. The presentation of the monitoring report assessing the progress of the adaptation of Ukrainian legislation under the Association Agreement from December 1, 2016, to November 1, 2017, was supported by the Konrad-Adenauer-Stiftung Ukraine.

 

The aim of the project is to create a permanent analytical, communication, and advocacy platform to promote the reforms envisaged by the EU-Ukraine Association Agreement and the Deep and Comprehensive Free Trade Area by providing targeted support to all stakeholders in the development and implementation of legislation as well as monitoring the implementation of the tasks set out in the Association Agreement.

Within the project we engage in the following activities:

ADVOCACY FOR LEGISLATION DEVELOPMENT AND IMPLEMENTATION OF REFORMS:

On October 19, the Verkhovna Rada of Ukraine Committee on Agrarian and Land Policy and the Committee on European Integration held a joint round table meeting on the topic: Adaptation of Ukrainian legislation to EU legislation in the field of agro-industrial complex: achievements, priorities, and challenges. The event was joined by Hugues Mingarelli (Head of the European Union Delegation to Ukraine), Oleksandr Bakumenko (Deputy Chairman of the Verkhovna Rada Committee on Agrarian and Land Policy), Maria Ionova (Deputy Chairman of the Verkhovna Rada Committee on European Integration), Ivanna Klympush-Tsintsadze (Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine), Olga Trofimtseva (Deputy Minister of Agrarian Policy and Food of Ukraine for European Integration), Volodymyr Lapa (Head of the State Service of Ukraine for Food Safety and Consumer Protection), Cohen Van Dijk (Head of the Bilateral International Relations Department of the Directorate-General for Health and Food Safety of the European Commission).
The Ukrainian Centre for European Policy was the initiator and co-organizer of the event, and also presented the study “Registration of Feed Additives Registered in the EU: the Best Model for Ukraine” in support of the European integration draft law No 2845 “On Food Safety and Hygiene”.

The UCEP created 3 infographics in support of the adoption of European integration draft laws in the field of transport and infrastructure, customs, and food safety.

INFORMING THE PUBLIC ABOUT THE CONTENT AND BENEFITS OF THE ASSOCIATION AGREEMENT BETWEEN UKRAINE AND THE EU:

On 1 September, the day the EU-Ukraine Association Agreement entered into force, an open discussion was held on “EuroTREND: where is Europe heading?” with the participation of Taras Kachka, co-author of the Association Agreement, and Volodymyr Yermolenko, philosopher, lecturer at the National University of Kyiv-Mohyla Academy, expert of Internews-Ukraine, on the latest trends in the European Union and Ukraine’s place in these processes. The event was organized jointly with the KMArt Yard / KMArt Space of the National University of Kyiv-Mohyla Academy for students and alumni, experts, and a wider audience.

On October 3, the UCEP presented an updated Association Agreement Monitoring Navigator which allows tracing the progress of the Agreement defined in governmental plans, EU acts (directives, regulations, decisions, etc.), adopted legislation, and draft laws. The presentation was joined by Ivanna Klympush-Tsintsadze (Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine), Maria Ionova (Deputy Chairman of the Verkhovna Rada Committee on European Integration), Fabio Della Piazza (Head of the Political Department of the European Union Delegation to Ukraine), Gabriele Baumann (Head of the Konrad-Adenauer-Stiftung Ukraine), Taras Kachka (co-author of the Association Agreement), Lyubov Akulenko (Executive Director of the Ukrainian Centre for European Policy), Olena Stepanenko (EU law expert of the Ukrainian Centre for European Policy). The event was supported by the Konrad-Adenauer-Stiftung Ukraine.

The UCEP published 8 articles on such online media outlets as European Pravda, Novoe Vremya, Censor Business, EurActiv.

MONITORING THE IMPLEMENTATION PROGRESS OF THE EU-UKRAINE ASSOCIATION AGREEMENT:

The UCEP prepared an analytical study “Ukraine and the Association Agreement: Implementation Monitoring, December 1, 2016 – November 1, 2017”, which assessed the progress of adaptation of Ukrainian legislation to EU requirements and compliance with the official terms of the Association Agreement in the following 10 areas: technical barriers to trade, customs and trade facilitation, energy, taxation, environment, transport, company law, consumer protection, social policy and public health.

12 external experts were involved in writing analytical studies, including representatives of the civic platform “Reanimation Package of Reforms”, Resource and Analysis Center “Society and Environment”, scientific and technical center “Psychea”, public association “Association of Maritime Business of Ukraine”, Trade Union of Construction and Building Materials Workers of Ukraine on Occupational Safety and Health.

On December 12, a public presentation of the report took place, with speeches by the Hugues Mingarelli (Head of the European Union Delegation to Ukraine), Judith Goff (Ambassador Extraordinary and Plenipotentiary of Great Britain to Ukraine), Gert Antsu (Ambassador Extraordinary and Plenipotentiary of Estonia to Ukraine), Olga Stefanishina (Director of the Government Office European and Euro-Atlantic Integration of Ukraine), Viktor Dovhan (Deputy Minister of Infrastructure of Ukraine for European Integration), Oleksiy Kyrychenko (MP, Member of the Verkhovna Rada Committee on Health), Iryna Slavinska (Head of all-Ukrainian youth non-governmental organization “Association of Young Donors of Ukraine”), Oleksandr Moskalenko (Director of Customs Policy Department of the Ministry of Finance), Robert Zeldi (manger of customs regulation and international trade of Ernst & Young in Ukraine), Lyubov Akulenko, Dmytro Naumenko and Olena Stepanenko (experts of the Ukrainian Centre for European Policy).
