The process of the country’s accession to the European Union according to the existing methodology is long and requires serious efforts. Only the number of EU acquis that needs to be implemented into legislation amounts to thousands of documents. In addition, improving the capacity of many public institutions is necessary for harmonized work within the EU, which further complicates the process. Due to the complex admission process, its duration can be very long. One of the most illustrative situations related to this process is the long-term negotiations on the accession of Montenegro to the EU, which began more than 10 years ago, in 2012.

The Russian-Ukrainian war significantly changed the geopolitical context on the European continent. Security issues have become extremely important. Including thanks to this, Ukraine received the status of a candidate for EU membership. The EU is considering various instruments to support Ukraine in this difficult time, however, it is not considered possible to skip all the stages of accession to the EU provided for at the moment for various reasons. In particular, due to Ukraine’s unwillingness to function as a full member of the EU in many areas at the moment. Therefore, the idea of integration into the EU internal market within the framework of individual sectors is considered as an opportunity to provide quick benefits for Ukraine even before the acquisition of full membership.
