Ukraine’s international commitments under the Association Agreement provide, in particular, for the implementation of the provisions of the Convention on a Common Transit Procedure to the national legislation of Ukraine.

If this commitment is met, Ukraine will be able to integrate into the common transit system NCTS, which involves EU member states, the EFTA, Turkey, Macedonia, and Serbia. This will speed up and improve customs procedures for goods moving across the Ukrainian-European border, reduce the cost of cross-border trade in goods with European countries, as well as allow combat customs fraud more effectively.

The comprehensive benefits of Ukraine’s accession to the Convention require equally comprehensive measures aimed at reforming customs legislation and organizing customs controls on goods crossing the EU-Ukraine border.
